crf 23 used due to low compressability.

We went with the same settings for all episodes
so if some ep would have managed to climb below
1500kb/s you will have to live with it. Doing
multiple encodes because bitrate is close to the
edge gets annoying. This way all episodes have the
same quality across the season aswell, so it should
be the prefered way to go on the borderline shows.
Filesizes in general are getting quite out of control
for a lot of stuff nowadays.
