     Last year five million people in Britain had serious problems
     with their neighbours and many of them expected their local
     council to deal with the situation. This eye-opening new two-part
     series takes us behind the scenes in Birmingham and Enfield, as
     anti-social behaviour officers step in to stop arguments
     spiralling out of control, animal wardens discover pygmy goats
     in a council flat, and enforcement officers have to deal with
     travellers. Complaints the officers receive can range from noisy
     parties to lost wallets. When anti-social behaviour officer Vicki
     Moore is called out to investigate reports of a dog abandoned in
     a flat, she discovers a young mother who just cannot cope and is
     putting her three-month-old baby at risk. These frontline
     officers hold our communities together, working day and night,
     solving conflicts, and trying to make our neighbourhoods better
