Paul Arnold's venerable Certificate 18 label built its reputation
upon many years of innovative and original drum'n'bass releases,
helping to launch the careers of artists like Photek, Klute, Teebee
and Polar. The label's latest signing is Roberto Mendoza, aka
Panoptica, of the Nortec collective based in Tijuana, Mexico. Nortec
was named after the blend of traditional regional `norteno'
instrumentation with elements of techno, beats & breaks, and house.
The end result is a unique combination of sounds which are fresh and
original, retaining a certain indescribable flavour unique to their
area of origin.
