extracted PDFS from DRM-protected third party proprietary formats
Our files do not come from any virtual printer, are not screen captures from
readers, and are not extracted from third party proprietary formats.
They are just untouched PDFs, with encryption on the binary file removed if
there is. And PDF is not a third party proprietary format.
So it has to be retail. Well at least from what we can deduce from the rules
because two lines of explanation for retail format is a joke.
